First Approved Haulier Status in Estonia Successfully Completed

By January 2027, all hauliers transporting secure air cargo and mail, unless acting as Regulated Agents, must be approved by the Appropriate Authority and listed in the Union database on supply chain security as Approved Hauliers.

On 18 June 2026, AN-Transport was entered into the Union database as the first Approved Haulier (EE/AH/00001) in the Republic of Estonia, approved by the Estonian Transport Administration.

Aviation Consulting supported AN-Transport throughout the entire approval process, from the initial consultation, training and preparation of the security programme to the application, pre-validation and successful on-site verification by the authorities.

The result of this close cooperation was a validation report completed without a single non-conformity.

Aviation Consulting Continues Expanding in Central Asia

Aviation Consulting is proud to announce the successful completion of another international aviation security training, this time in Turkmenistan.

During the training, our instructors delivered specialised training for aviation security instructors, inspectors, supervisors, and national aviation security auditors, supporting the continued development of aviation security capabilities in the region.

This follows our successful training delivered for aviation security managers from Uzbekistan at the end of last year. These projects demonstrate the growing trust placed in Aviation Consulting and confirm our steadily expanding presence in Central Asia.

Our work in the region is far from over. We are pleased to share that more exciting news is already expected in September, as we continue to strengthen our partnerships and support aviation security development across the region.

Seminar on Developments in Civil Aviation Security

On 11 September 2026, Aviation Consulting will host its ninth seminar on developments in the field of aviation security. The seminar will take place in Ülemiste City, Tallinn, Estonia, from 09:00 to 16:30. The seminar agenda will be made available by 31 August 2026 at the latest.

The seminar is intended for instructors providing aviation security training, as well as individuals designated as persons responsible for aviation security. Its purpose is to provide participants with information on legal developments, as well as emerging threats and trends related to unlawful acts against civil aviation, thereby ensuring the currency of their theoretical knowledge, as required by the National Civil Aviation Security Programme of the Republic of Estonia (NCASP 11.4.4 & 11.5.4). The seminar will also offer a platform for professional networking.

The content of the seminar is based on a recurrent training programme for security managers approved by the Estonian Transport Administration.

Eight seminar on the developments in the field of civil aviation security

We are proud to announce that Aviation Consulting hosted the Seminar on the developments in the field of civil aviation security already for the eight time. This time, the Seminar followed a new Training Programme, freshly approved by The Estonian Transport Administration and including the additional elements required by Commission Decision C(2025)30141

Out of the 28 attendees, majority had also attended the Seminar on previous years, with four veterans having attended all eight of them!

Seventh seminar on the developments in the field of civil aviation security

On 13 September 2024 Aviation Consulting hosted a seminar on the developments in the field of aviation security in Tallinn, Estonia for the seventh time.

The seminar was designated to instructors providing aviation security trainings as well as to those individuals nominated as persons responsible for aviation security, with the intent is to provide the participants information on legal developments as well as trends of unlawful acts against civil aviation, so to ensure the currency of their theoretical knowledge, as required by the National Civil Aviation Security Programme of Estonian Republic (NCASP 11.4.4 & 11.5.4).

The seminar was held with 32 participants actively involved with aviation security, representing more than 30 entities from air carriers, airport operators, regulated agents, regulated suppliers, security service providers, government agencies, navigation service providers to EU aviation security validators, instructors auditors and consultants.

Introduction of Approved Hauliers’ regime for surface transportation

Under EC Regulation 2015/1998 (as amended by Regulation 2024/1255), as of 01 January 2027 all hauliers providing surface transport of secured air cargo must be approved and listed in the EU database of supply chain security. Thereafter contracting or subcontracting to hauliers that have not been approved and listed in the database is no longer allowed. The approval of the hauliers may be performed either by the Appropriate Authority of the Member State, or by an EU aviation security validator acting on its behalf.

In order to apply for the approval, the haulier must submit its aviation security programme and declaration of commitments to the Appropriate Authority. It must be able to demonstrate how it monitors and ensures compliance with the provisions of its security programme. The haulier must have its staff undergo background check, appoint a security manager that has received appropriate training and ensure that its other staff transporting or having access to the secured consignments have received adequate initial and recurrent security training. Although seemingly quite straight-forward process, depending on the starting point it will take three to six months to get the approval.

Air cargo ground transportation is a highly competitive market. Lacking the necessary approval is likely leading to losing the contract.

New security training requirements for air crew

Commission Implementing Regulation (EU) 2022/1174 of 7 July 2022 amending Implementing Regulation (EU) 2015/1998 brings new training requirements for air crew

Regulation (EU) No 2022/1174 establishes new security training standards for flight and cabin crew members implementing in-flight security measures. Allowing for transition period of 6 months, these must be complied with by 1 January 2023.

The training requirements cover already previously defined tasks such as aircraft security search, aircraft protection and some of the elements covered by AMC1 ORO.GEN.110(a) of EASA Air OPS. Brand new elements include the protection of flight deck, handling of persons authorised to carry firearms on board and procedures for the carriage of potentially unruly passengers.
