Pursuant to provision 6.8 of the Annex to regulation (EU) No 2015/1998, any air carrier carrying cargo or mail from an airport in a third country not listed in Attachment 6-F for transfer, transit or unloading at any airport falling within the scope of Regulation (EC) No 300/2008 shall be designated as an ‘Air Cargo or Mail Carrier operating into the Union from a Third Country Airport’ (ACC3).
The ACC3 designation process requires some formalities such as nomination of a person responsible for air cargo security at the specific station and submitting the Declaration of Commitments in a standardized format, but on top of that a validation process conducted by an EU Aviation Security Validator.
The validation consists of scrutinizing the Air Carrier Security Programme in order to establish if procedures described within meet the EU requirements and an on-site verification to verify that these procedures have in fact been implemented.
