Complete support for obtaining and maintaining Approved Haulier status in the EU
From 1 January 2027, surface transport within the European Union of air cargo and mail to which security controls have already been applied may only be carried out by specified secure-supply-chain entities, including a haulier approved in accordance with point 6.5 of Regulation (EU) 2015/1998. An approved haulier is recognised across all EU Member States once its status has been entered in the Union database on supply chain security.
Aviation Consulting can support hauliers throughout the entire approval process — or take care of the aviation security function as a complete outsourced service.
We help companies prepare for approval, implement the required security arrangements and maintain ongoing compliance after approval. Our support is based on the requirements of Regulation (EU) 2015/1998 and the Approved Haulier Security Programme structure set out in Attachment 6-K, which covers personnel, the security manager, transport and protection of cargo, limited storage and transhipment, internal quality assurance, insider threat and security culture.
Full-service Approved Haulier support
Our service can include:
- preparation and maintenance of the Approved Haulier Security Programme and related procedures;
- provision of the person responsible for implementation of the security programme / Security Manager function;
- all required initial and recurrent aviation security training;
- management of applicable background-check and personnel security requirements;
- development and implementation of procedures for the protection of secured air cargo and mail during collection, handling, limited storage, transport and delivery;
- establishment and performance of internal quality assurance / compliance monitoring;
- support with insider threat and security culture requirements;
- preparation of records, declarations and other required documentation;
- preparation for authority assessment and verification;
- representation and support in aviation-security matters and communication with the appropriate authority;
- ongoing support to ensure continued compliance after approval.
Proven experience
Aviation Consulting has already supported the approval process in practice. In June 2026, AN-Transport became the first Approved Haulier in Estonia, and Aviation Consulting supported the company from initial consultation and training through preparation of the security programme, application, pre-validation and the authority’s on-site verification. According to our published case study, the process was completed without a single non-conformity.
At present, we are supporting around ten companies across Europe on their journey towards Approved Haulier status.
Flexible support — from one task to full outsourcing
Some organisations only need assistance with documentation or training. Others prefer to outsource the aviation security function almost entirely.
We can tailor the service to your organisation — from an initial gap assessment and preparation for approval to a complete managed Approved Haulier security service, including the Security Manager function, training, documentation, internal quality assurance and ongoing compliance support.
